The tests are pretty hard, but if you study you'll be fine. It can be difficult to pay attention, because Fulgham is a boring lecturer and doesn't care if you use your laptop. He usually has his back to the class and lectures directly off his slides. On the bright side, he posts all his slides, as well as old tests and quizzes in Collab, and he's very good at grading tests and quizzes quickly.
Fulgham is a good guy, but very boring. He is very monotone, but he does try a joke every now and then. They are pretty terrible though. Anyway, the class is very hard and requires a lot of your attention. BUT!!! If you got to his office hours with real questions and show that you are making an honest attempt he will help you in any way he can. He is not a bad guy, just a boring teacher in a hard class.
I absolutely hate the fact that Fulgham uses powerpoint for his lectures. It's hard to follow and take notes but at least he'll put the post-lecture notes up on Collab eventually. On some occasions, he'll write on the board and it makes a huge difference in his teaching style. He's a good teacher but his class can be boring and the grading on tests/quizzes a little harsh. He also has a weird sense of humor, which verge on the slightly creppy side sometimes. A final, 3 tests, a couple quizzes, and Webwork (which I advise working on with others because there are so many steps that it's usually silly mistakes). Tests are fair. The class is not really curved, but that is the case for most of the other diff eq sections.
